
The government has announced that there will be a change in Primary School registration for 2022.
Phase 2C reserved spots to increase from the current 20 to 40
Based on 2021 Phase 2C balloting, a total of 30 schools will benefit. Out of these schools, one will not require balloting. As for the others, even with balloting, the chances of getting into these schools are better if you are living within 1 km of the schools.
Other changes to note will be
Home-School Distance (HSD) to be revised
From the 2022 P1 registration exercise, HSD will be calculated based on the School Land Boundary ( SLB). The HSD used will be the shortest distance from a point on the boundary around the school (instead of from a single reference point) to the registrant's home. This would increase the number of homes within 1km by 5-10%
Merging Phase 2A1 with 2A2
Alumni association members will no longer have priority over former students. As such the allocated spaces for Phase 2A to be reduced.
Impact on Property Market
Sales and rental to increase
With the increase in chances for a place in popular schools such as Ai Tong, Singapore Chinese Girl's School and Tao Nan, expect the demand for properties in terms of sale and rental to increase. However, not all properties near these 30 schools would benefit as certain schools such as Chongfu School, Red Swastika and Temasek Primary would most likely still see an overwhelming demand regardless of the number of spaces available.
1KM matters
Some schools have a fine margin of excess applicants. Schools such as Tao Nan, Methodist Girls School, Catholic High, Pei Chun and Pasir Ris with just over 40 applicants would see more students within 1Km as the 'safe' zone. Children outside the 1-2km mark may still require to undergo balloting
Impact on New launches and existing homes near the 1Km mark
Previously, using a single reference point, there will be homes that fall just outside the 1Km mark. With the adjustments both New Launches and current homes that are just beyond the 1km mark will now be considered as part of the 1Km mark. This is significant as it would mean a possible increase in demand and subsequently an increase in prices for such developments.
Using Property to register for your child?

Here is what you need to do.
Given that demand is anticipated to rise, it is best to look for schools now rather than to wait closer to the registration date.
Resale Property
If you are looking at a resale property, you would have to purchase your unit before registration. After registration, you are required to send either a printout of the resale flat status from HDB or an exercised Option-To-Purchase(OTP) and buyer's Stamp Duty Certificate . A Letter of Undertaking (LOU) would have to be sign to undertake that you will move into your new properoty by 3 January of your child's P1 admission year.
Additional, do note that for a child to gain priority admission through their distance category, it is required to reside at the address used for registration for at least 30 months from the start of the P1 Registration Exercise.
New Property
If you are planning to get a new property that is yet to be completed before the registration, it is still possible to use the address for P1 registration. For HDB, you have to provide a printout of the "New Flat page. For private property, a copy of the original Sales and Purchase agreement would need to be provided.
The new property purcase delivery possession date must be within 2 years of your child's entry into P1. An LOU would need to sign to undertake that you will move into your new property within 2 years of your child's entry into P1.
There is also a requirement to stay at the new address for at least 30 months from the time your family moves into your new home.
